How to make a recycled hairband?

The source from my inbox told me that this nice looking hairband is a recycled product from China. I’m sure you can make some for yourself too, let’s see what “recycled” material used to produce such colorful hairband.
Let’s cut off and see what is inside…

It looks like some kind of “plastic skin”…
And it looks so familiar…
OMG! 
It’s a used “CONDOM”! It’s amazing that these people are making money from it and shows us “Creativity brings wealth!”. However, I’m feeling sick about this, recycled means it should comes from raw material but not this “reusable” rubber!
Note: It is no proof that these product are comes from China and it could be anywhere near you…

I don’t believe the condoms were used or the fluid would wet the hairband. The captions with the pictures (at least some of them) are thus lying. This is particular with the words, “used condom”, which I think are not validated.

looking at the picture again, they are not even condoms… Condoms are longer and skinner. These things are way too short to fit a penis in terms of length and too wide for most penises.
